She holds a Bachelor of Laws degree from the University of Pune, India and a Diploma in Law from the Kenya School of Law. She joined the Judiciary as a District Magistrate II (Prof) in 2003 rising through the ranks to the position of Principal Magistrate in 2011. As a magistrate she served in Kandara and Kiambu Law Courts. Her commitment to the administration of justice and the rule of law was recognized by the Judicial Service Commission and in January 2013 she was appointed Acting Assistant Registrar, Subordinate Courts a position which she served until 2019 when she was promoted to Senior Principal Deputy Registrar.  In June, 2023, she was appointed as the Registrar, Magistrates Court.

Before joining the Judiciary, Hon. Kabucho had served as an Advocate of the High Court of Kenya in private practice and in the banking industry, where she was exposed to both criminal and civil litigation.

She has been trained on Leadership Skills and Effective Policy at the Public Administration Institute (PAI), U.K; Judicial Administration at the Royal Institute of Public Administration (RIPA) International, U.K; Refugee Law by the United Nations High Commission for Human Rights (UNHCR); Leading and Managing for Results In The New Normal: High Impact Leadership at  the Public Administration Institute (PAI), U.K and Development on Human Rights with emphasis on Women’s Right at the African Women Leadership Institute (AWLI). Additionally, she has undergone training on Strategic Leadership Development Program (SLDP) at the Kenya School of Government and holds a Diploma in Contemporary Public Administration from the Galilee International Management Institute, Israel. She is also a Certified Public Secretary. Currently, she is pursuing a Masters in Public Administration at the University of Nairobi.

Functions of ORMC

The Office of the Registrar Subordinate Courts is mandated to:

  1. Co-ordinate support services to all the magistrate, kadhi’s & Small Claims Courts.
  2. Be the interface between the judicial and the administrative functions of the courts and that of the judiciary.
  3. Be a link between magistrates, kadhis and Small Claims Courts and judiciary management.
  4. Strengthen the existing governance structures and assist on good practices that facilitate access to and expeditious delivery of justice to all.
  5. The Registrar advises the Chief Registrar of the Judiciary and the Judicial Service Commission (JSC) on optimal staffing needs for judicial officers.
  6. Overseeing the administration and management of the courts.
  7. Overseeing of support services in the courts and in particular in planning and development.
  8. Establishment and operationalization of courts and mobile courts.

  • Magistrates Courts: Increased from 113 (2012) to 143 (2025)
  • Kadhis’ Courts: Increased from 15 (2012) to 42 (2025)
  • Mobile Courts: Increased from 19 (2012) to 69 (2025)

  • Facilitate minor infrastructural adjustments/alterations of various courts

  • Strengthen LMTs by monitoring courts to comply with guidelines for establishment and operationalizations of LMTS
